FY25 performance monitoring results are available for thirteen SEMP objectives:

• Objective 3-1: Integration of Master Planning, Engineering and Environmental Concerns
• Objective 4-1: Hunting and Other Recreational Opportunities
• Objective 4-2: Quality of Life for Installation Neighbors: Noise, Wildfires and Road Conditions
• Objective 4-3: Limited Use Area Safety and Land Use Compatibility
• Objective 5-1: Joint Monitoring
• Objective 5-2: Joint Reporting, Evaluation and Adaptive Management

Overall performance results for FY25 are presented in the FY25 Monitoring Results Summary Tables. When averaged at the objective level, monitoring performance results were Green (positive/on track) for eleven SEMP objectives, Amber (caution/improvement needed) for two objectives, Red (negative/off track) for zero objectives, and not available (N/A) for one objective in 2025. Objective 3-2 results were not available because zero Army construction projects occurred on KNF lands in FY25. In total, of the results reported for the 77 SEMP metrics with performance criteria, 88% were Green, 4% were Amber, and 8% were Red.

An additional 29 quarterly, semi-annual or annual metrics reported in FY25 do not have performance criteria (i.e., they are “data only” or observational metrics). These measures provide quantitative monitoring results to the Oversight Committee for evaluation of changes over time and other indicators.

For each Red performance result, the SEMP Oversight Committee determines whether a root cause analysis (RCA) will be conducted to identify the underlying cause(s) for the results. None of the red metrics reported for FY25/CY25 were selected by the Oversight Committee for a root cause analysis because the reasons targets were not met were known.
